Can the State Force the Creation of Affordable Housing?

House Bill 1117 would clarify state law that outlaws rent control does not apply to regulating newly constructed or redeveloped housing units. This bill would allow local cities and counties to require that a developer provide affordable housing units whenever they build new housing units much like the City of Denver has.

If a city or county requires this then the construction costs for the affordable units will be passed onto the other tenants or owners in the building, thus making these other units MORE UNAFFORDABLE for them. Is that fair? Finally, I believe this is just the first step to changing this law entirely so that rent control like California has will happen here in the coming years.
